Chris Halpin

Celtic Energy

Chris has been in the energy efficiency industry since 1985. He has managed over $2.5 billion worth of ESPC, UESC, PPA, and EaaS projects over the years, and is a nationally known expert in these complex procurement mechanisms. He has spoken at many Federal and State energy conferences on best practices for the development, execution, and long term monitoring of alternatively financed energy projects.

He is a registered Professional Engineer in Nevada, and is a Certified Energy Manager (CEM) and Certified Measurement & Verification Professional (CMVP) by the Association of Energy Engineers (AEE), and a DOE FEMP Project Facilitator.

In 2012 Chris helped write a grant proposal on behalf of the Nevada Governor’s Office of Energy to the DOE State Energy Program. NGOE was awarded a $750,000 DOE grant to implement a robust, statewide Energy Savings Performance Contracting Program. He then provided technical, marketing & outreach services to help NGOE develop template RFP and contract documents for State and local government agencies to develop and manage ESPC projects systems across the state. The initial grant drove the
investment of over $75 million of private investment in projects which created thousands of jobs during the Great Recession.

In 2019, and again in 2020, he was selected to be an official Technical Reviewer for the DOE Solar Technologies Office’s SBIR/STTR (Small Business Innovation Research and Small Business Technology Transfer) Program. In May 2020 he was selected to be on a panel for Managing Critical Energy Assets at the DOE Better Buildings Challenge annual summit.

Mr. Halpin is a regular speaker at national energy industry events, has briefed government staff in several States on energy issues, and has testified in front of several Public Utility Commissions and legislatures on various energy efficiency issues. He is currently an instructor for the Energy Services Coalition’s ESPC Foundations course for State Energy Offices, and is the main Subject Matter Expert for the US DOE’s ESPC Campaign, training state and local government leaders on the best practices of implementing efficiency and renewable energy projects yielding verified energy cost savings. He is also a 2014 graduate of the National Renewable Energy Laboratory’s Energy Executives Leadership Program. Mr. Halpin received a BS in Mechanical Engineering from the University of South Florida.
